libya in 2008, there were 40,000 -- coming from libya just to italy. there was an enormous spike in people trafficking and with the drugs and security challenges that the european union had to deal with. from a security policy perspective, these are the big issues. what i'm now going to try to do in the time i have this kind of take a bit of a step back and give you, talk a little bit about the history of the society and explained why these issues are going to be very intractable to solve and why they have never been cell. there has been cross-border trade and trafficking of people weapons in goods and services for far longer than there has been a libyan state and the gadhafi government in some ways is at a loss from the maritime borders and has little to actually do that. and lots of cross-border trafficking. i will take a step back. the south is, you need to think about a few major ethnic groups in the south, tribal and ethnic groups. in the south piece of the country you can see the crew for a district and it's all the way through the border. there

are we going toward aggression toward libya, syria, and iran? >> i do not understand the question. . . as you pointed out and israel and romney would dump all over and create an issue that i can tell you they will avoid. but the question is, is iran aware that obama will have more opportunity if he's reelected to, markets make a deal more or less on the lines of istanbul, which look very close to being an agreement? >> go ahead. >> questions, i do believe the iranians are aware that no significant movement on the key issues that they're interested in, such as sanctions relief is possible in an election year. the problem, though, is they are so suspicious and doubting obama's ability to deliver, even after having been reelected, so i wouldn't be surprised if there are elements there who may be it would be better for them to have romney elected if the assumption is this: if there's not going to be any deal, anyways, because it's not possible or because the u.s. doesn't want to go, because themselves don't want it, who is more problematic for you o

so you have a problem of governmental incapacity in libya that cannot deal with the crisis. in egypt it's different. egypt you have a country that has been an age-old cluster of civilization for thousands of years. a cohesive community along the nile, where the government has far greater bureaucratic and institutional power even under this new regime than the government in libya has. the government in egypt has an army. it has police forces. but its problem is political. can an islamic government take actions against islamic demonstrators? >> to take the other big issue that we're thinking about this week, iran. iran is a big theme in your book. you talked in one chapter about the iranian pivot. the prime minister of israel has -- sees iran very much in terms of the new nick install. and iran can threaten the existence of israel and draws policies and conclusions from that. you have a broader historical and geographical analysis, and i'm curious, what you say about the decisions that we're going to be looking at over the next few weeks, months, 12 to 18 months going to be re

i wanted to say that out of libya. -- i wanted to say that about libya. on the second question, pertaining to governor romney, he just needs to present a more compelling vision of what he wants to do with foreign policy of the united states. he has talked about military modernization, governor romney has, and maintaining the strength of our fleet and air forces. i think governor romney is right about that. president obama -- this goes direct your question -- has a very modern view of how to use the military. i think he decided quickly after taking office that he would take us out of iraq, which he did in december 2011, after building up and afghanistan with the surge began drawing down and said that most of our combat troops would be out by 2014. we fought two major land wars simultaneously with hundreds of thousands of troops involved. we have never done that before in american history, with the exception of the second world war. i think president obama wants to avoid the land wars if we can in the future and use the cooperative -- imperative advantage w
